even persecuted to death.
Zhou Jianguo said: The "May 16th"
counter-revolutionary group was a small ultra-left organization called the
"Capital 516th Red Guards Regiment" that once existed in Beijing.
They took advantage of the opportunity of the "1967 May 16 Notice" to
be publicly published in the press, under the guise of implementing this
notice, to establish a secret organization and carry out secret activities.
They distributed the title "Uncovering the General Backstage of the

shameful traitor to Maoism" and other reactionary leaflets and slogans,
and posted these leaflets and slogans in some prosperous urban areas of
Beijing.

leaders of the "local faction" in Beijing at that time: Zhang Jianqi
of the Beijing Iron and Steel Institute was the vanguard of the bombardment of

Beijing Iron and Steel Institute" was established.
On June 14, 1967, Liu Lingkai, head of the
"6.16 Corps" of Beijing Foreign Studies University, and Zhang Jianqi
planned and established the "Capital Red Guard 516 Corps" at Beijing
Foreign Studies University. The Intelligence Group, the Political Department,
the Operations Department, the Organization Department, the Information and
Policy Research Department, and the eight front armies of the Agriculture and Forestry
Port, the Finance and Trade Port, the Cultural and Education Port, the
Industrial and Communication Port, the Military Port, the Foreign Affairs Port,
the Middle School, and the National Communication and Liaison Station. The
heads of various ministries have formulated operational plans for each stage.
In mid-to-early July, the "516 Corps" started the so-called First and
Second Battles centered on Caimaokou and Nonglinkou, and distributed a large
number of leaflets attacking Zhou Enlai. On August 9, they launched the
so-called "89 Campaign" ", in the zoo, Ganjiakou. The Xisi
generation distributed a large number of leaflets, posted anti-Chou slogans,
and mailed leaflets to other places.
From August 10th to 11th, the Central Cultural
Revolution held a symposium for various mass organizations of the Red

On August 17, Li Fang, head of the organization of the "516 Corps",
was captured by the "Yan'an Commune" of the Steel Institute. The Red
Flag Brigade of Beijing Foreign Studies University raided the headquarters of
the "616 Red Guards" of Beijing Foreign Studies University, and
copied a large number of black materials. On August 20, Zhang Jianqi was
arrested by the Yan'an Commune of the Iron and Steel Academy, and Chen Li, a
backbone member of the "516th Corps", was arrested in Jinggangshan of
the Normal University.
On August 26, more than 20,000 people from more
than 1,400 organizations in the capital and other places held the
"Comprehensively Smash the 516 Corps Meeting of Reactionary
Organizations" in the Beijing Steel Institute. Zhang Jianqi and other five
516 leaders were criticized at the meeting. By the end of August, all members
of the 516th Corps had been arrested, and the organization was wiped out.
Zhou Jianguo said to Chai Jianmin: Why do I agree

suppression of the May 16 counter-revolutionary cabal was Mao Zedong.
On September 8, 1967, Mao Zedong added a paragraph
to Yao Wenyuan's "Comment on Tao Zhu's Two Books" published in the
"People's Daily": "Now a small group of counter-revolutionaries

Lin Biao, Jiang Qing and his gang took up the
slogan of "May 16th" investigation, exaggerated the strength and
activities of this small reactionary organization, expanded the scope
arbitrarily, and tried every means to confuse and divert the target of the
investigation in order to achieve their ulterior motives. On the one hand, they
wantonly advocate the investigation of organizations, chasing forms, and
forcing "confessions" in order to create magnification; May 16"
element. In his speeches on September 5, 1967 and March 25, 1968, Jiang Qing
defined the so-called "three-pointers" as "five-one-six
elements." , pointing to the "People's Liberation Army" and the

attack each other, referring to each other as "May 16th elements";

"red terror", more than one-third of the people in some units were

physically and mentally.
In 1968, the central government set up a leading
group to investigate the "May 16" project, with Chen Boda (later
listed as the manipulator of the "May 16" conspiracy group) as the
team leader, and Li Zhen, the Minister of Public Security (later committed
suicide because of the incident) as the director of the office. Xie Fuzhi and
Wu Faxian are members of the leading group.
On January 31, 1970, the Central Committee of the
Communist Party of China issued the "Instructions on Combating
Counter-Revolutionary and Sabotage Activities", and launched a large-scale
investigation of the "May 16" Movement across the country.
On March 27, 1970, the Central Committee of the
Communist Party of China issued the "Notice on Cracking Down on the
"May 16th" Counter-Revolutionary Conspiracy Group." The notice
said: "The struggle between class enemies at home and abroad is very
complicated. There is by no means only one 'May 16' counter-revolutionary
secret organization." The May 16 Counter-Revolutionary Cabal"

In October 1970, Mao Zedong issued an instruction:
"The 'May 16th' issue cannot be blown away by wind, and some units have
already blown by wind, such as the (Beijing) Institute of Foreign
Languages."
On February 8, 1971, with the approval of Mao
Zedong, the Central Committee of the Communist Party of China issued the
"Decision on the Establishment of the May 16 Special Joint Group".
The project joint team is headed by Wu De, and Li Zhen is the deputy team
leader, with 13 members. The "Decision" pointed out: "It is
necessary to prevent expansion, and not to be blown by the wind" during
the inventory process. Since then, the campaign to investigate the "May
16" elements has "deepened".
The later development was even more ironic. After
the Second Plenary Session of the Ninth Central Committee, Chen Boda, who was
the leader of the task force, was listed as the manipulator of the "May
16th" counter-revolutionary conspiracy. After the "9•13"
incident, Lin Biao was listed as the number one manipulator. Li Zhen, Director
of the Office of the Central "May 16" Task Force and Minister of
Public Security, also committed suicide in the basement of the Ministry of
Public Security. Such a chaotic "investigation" is naturally
difficult to carry on, so we have to let it go. This kind of "class
struggle" created at will caused millions of cadres and the masses to
suffer an inexplicable pain and disaster.
This investigation campaign lasted until the 1974
campaign to criticize Lin Piao and Confucius, and then nothing happened.
