When Chai Jianmin talked to He Jiafu, Li Tiandao,
Lin Huiting and Wanyan about the "Sixteen Points" of the Cultural
Revolution and the dispute that occurred at the Central Industry and

experienced in Shanghai .
Lin Huiting recalled:
After Zhang Chunqiao arrived in Shanghai, he
disregarded the principles established by the central government and did not
discuss with the East China Bureau and the Shanghai Municipal Party Committee.
Legal organizations and other five requirements put forward by the
"General Department of Industry and Commerce". Zhang Chunqiao's
approach was supported by the Central Cultural Revolution Group.
On the afternoon of November 14, Mao Zedong
convened a meeting attended by some members of the Standing Committee of the
Political Bureau of the Central Committee and members of the Central Cultural
Revolution Group, and agreed to the handling of the Anting Incident by the
Central Cultural Revolution Group. Mao Zedong said: "You can cut first and
play later. There are always facts first, followed by concepts. First there is
the fact of workers' organizations, and then there is the concept of workers'
organizations." He clearly stated that the "General Department of
Industry" should be recognized.
The Anting incident set a precedent for workers in
industrial and mining enterprises to collude in "rebellion" and
"stop production to start a revolution." Since then, the Central
Cultural Revolution Group has more openly instigated and supported workers'
rebellion, and the rebellion activities of the "General Directorate of
Industry" have become more frequent, which became the fuse of the
"January Revolution", which was a sensational struggle to seize power
throughout the country.
On January 9, 1967, the Shanghai Workers'
Revolutionary Rebel Headquarters and other revolutionary rebel organizations
issued an "urgent notice" saying that using economic welfare issues
to divert the general direction of the struggle is a new form of the Shanghai
Municipal Party Committee's insistence on implementing the bourgeois
reactionary line. For this reason, the "Emergency Notice" proposed 10
regulations such as freezing working capital and prohibiting the payment of
higher labor wages, and ordered the Shanghai Municipal Party Committee and
Municipal Public Security Bureau to implement them accordingly.
On the morning of January 10, Mao Zedong read Jiang
Qing's Xinhua News Agency telegram "Shanghai Revolutionary Rebels Launch a
General Attack on the Bourgeois Reactionary Line--(Wen Wei Po) <Liberation
Daily) Reporters comment on the current situation of the Great Proletarian
Cultural Revolution in Shanghai. Great Situation" and "Shanghai
Workers' Revolutionary Rebel Headquarters and other revolutionary rebel
organizations issued (urgent notice) in <Wen Wei Po) (Liberation
Daily)".
Mao Zedong instructed: "Comrade Boda and
comrades in the group: (1) These two things are very good; (2) Please draft a
congratulatory message for the Central Committee, the State Council and the
Central Military Commission for the Central Committee, the State Council and
the Central Military Commission within two or three days, pointing out that
Their policies and actions are correct, and they call on the party, government,
military, and people across the country to learn from Shanghai’s experience and
act in unison. After the draft is completed, a larger meeting will be held to
pass the announcement.”
On January 11, Mao Zedong reviewed the
"Congratulatory Messages from the Central Committee of the Communist Party
of China, the State Council, the Central Military Commission, and the Central
Cultural Revolution Group to Shanghai Revolutionary Rebel Groups"
submitted by Zhou Enlai and others this day, and the editorial drafts of
"People's Daily" and "Red Flag" magazines
"Anti-economic New Counterattack to Smash the Bourgeois Reactionary Line",
Chen Boda and Jiang Qing submitted the drafts of "Notice of the Central
Committee of the Communist Party of China on Opposing Economism", drafts
of "Notice of the Central Committee of the Communist Party of China and
the State Council on Stopping the Corruption of Mass Organizations" and
" Draft of the Notice of the Central Committee of the Communist Party of
China on the Issue of Broadcasting Stations. Mao Zedong instructed:
"Premier, Comrade Boda, Comrade Jiang Qing: Two and the other three have
been read. Very good. I invite Comrade Lin Biao to preside over a meeting of
the Politburo this afternoon or tomorrow, with the participation of the
Cultural Revolution Team and some other comrades. Discuss and approve the five
documents, and then send them out. If you agree, please inform Comrade Lin
Biao.”
Lin Huiting continued to recall:
On the afternoon of the same day, a meeting of the
Political Bureau of the CPC Central Committee was held in the Hebei Hall of the
Great Hall of the People. The meeting was chaired by Zhou Enlai. When Zhou
Enlai mentioned that there were many big-character posters about He Long
outside, he said: The chairman said that he just wanted He Long to come to the
door to listen to everyone's criticism, and the roll call was not made
publicly. Our Politburo comrades and Standing Committee comrades should not
name him in public, and of course we should not let the Red Guards arrest him.
He Long was then a member of the Political Bureau
of the CPC Central Committee, vice chairman of the Central Military Commission,
vice premier of the State Council, director of the National Sports Commission,
and vice chairman of the National Defense Commission. Persecuted during the
"Cultural Revolution", died in Beijing on June 9, 1969. In September
1974, the Central Committee of the Communist Party of China issued the
"Notice on Restoring the Honor of Comrade He Long", and in October
1982, the Central Committee of the Communist Party of China issued the
"Notice on the Complete Rehabilitation of Comrade He Long".
At this meeting, Xu Xiangqian, Ye Jianying, and Zhu
De spoke successively, emphasizing the need to maintain the stability of the
army.
Ye Jianying, member of the Political Bureau of the
Central Committee of the Communist Party of China (August 1973 and Vice
Chairman of the Central Committee), Secretary of the Secretariat of the Central
Committee (until April 1969), Vice Chairman and Secretary-General of the
Central Military Commission (Secretary-General until April 1969) , President
and political commissar of the Academy of Military Sciences of the Chinese
People's Liberation Army (until October 1972). In January 1975, he served as
Minister of Defense.
Zhu De was then vice chairman of the CPC Central
Committee (member of the Politburo in April 1969 and member of the Standing
Committee of the Politburo in August 1973) and chairman of the Standing
Committee of the National People's Congress.
The meeting decided that Xu Xiang would be the
leader of the Cultural Revolution Team of the whole army, Jiang Qing would be
the advisor, and Xiao Hua and Yang Chengwu would be the deputy team leaders.
The meeting passed five documents including
"Congratulatory Messages from the Central Committee of the Communist Party
of China, the State Council, the Central Military Commission, and the Central
Cultural Revolution Group to Shanghai Revolutionary Rebel Groups" and
"Notice from the Central Committee of the Communist Party of China on
Opposing Economism". The "Notice on Opposing Economism" stated:
At present, a small group of people in power who are taking the capitalist
road, in order to divert the goal of the struggle and provoke a few people who
do not know the truth to make a big noise about Economism, not only want to
restore but also expand the old system of wages and welfare. Some erroneous
measures of the Communist Party of China have incited some people to demand
promotion and salary increases, put forward unreasonable economic demands, and
attempted to lead some people to the evil path of economism. The Central
Committee believes that this kind of behavior that undermines the Great
Proletarian Cultural Revolution must be stopped immediately, and this tendency
to riot about Economism must be stopped immediately. The "Notice on
Stopping the Corruption of Mass Organizations" stated: Recently, a small number
of party and government leaders have organized a large amount of money and
materials to the masses at will in order to resist criticism from the
revolutionary masses and corrupt the revolutionary masses. The central
government believes that this is an extremely wrong practice and must be
resolutely stopped. The "Notice on Radio Stations" stated: Radio
stations are an important tool for the dictatorship of the proletariat. All
radio stations where conflicts between the two factions occur will be under military
control by the People's Liberation Army. Editing and broadcasting of local
programs will be stopped, and only the programs of the Central Radio Station
will be rebroadcasted. . The revolutionary masses who have entered the radio
station should withdraw immediately. The congratulatory message and editorial
were published in the People's Daily on January 12, and the three notices were
issued on January 13.
Lin Huiting's wife Wanyan interjected: This is the
first time that the Central Cultural Revolution Group has jointly issued a
document with the Central Committee of the Communist Party of China, the State
Council, and the Central Military Commission.
