East China is the center of my country's industrial production. Thousands of large factories are eagerly waiting for Anhui's coal power generation...

  Because the previous Provincial Military Control Commission was unable to cope with the complicated situation, at the end of July 1967, the Central Military Commission urgently ordered the Twelfth Army stationed in northern Jiangsu to enter Anhui for comprehensive military control, and appointed Li Desheng, the commander of the Twelfth Army and the commander of the Anhui Military Region, to preside over the Anhui Province. The Provincial Military Management Committee and the Military Commission also appointed Li Desheng as the deputy commander of the Nanjing Military Region, ordering all armies and units stationed in Anhui to obey Li Desheng's command. Like Li Desheng who served as the former commander-in-chief of Shangganling in the Korean War, he lined up his troops in a fighting posture:

The 34th Division is fully concentrated in the ten mining areas of the Huainan Coal Mine. Each mine has a battalion. The cadres and soldiers work in shifts to go to the underground coal mining area to "grasp the revolution and promote production" to ensure that 20,000 tons of coal are produced every day. The special steel produced by the Ma'anshan Iron and Steel Plant is an urgent need for the defense industry, and production must not be stopped for a while, and there are military attendants from the workshop to the team;

The hundreds of warehouses in the Dabie Mountains that store a large amount of war preparations for future wars are the "small third line" of our army, and dozens of guard units are formed by the independent second division of the provincial military region to take care of them;

Urban transportation, public security, and the new revolutionary committees of grassroots enterprises and institutions are all managed by the independent first division of the provincial military region...

In just a few days, 80,000 soldiers spread all over the urban and rural areas of Anhui. One soldier controlled a rural production brigade, and one squad leader was in charge of a thousand-person factory. Soldiers are everywhere. An unprecedented military regime appeared in the Jianghuai land. Production has resumed in many places and traffic has been smoothed out.

However, the society is still not stable, "there is no room for reconciliation in the line struggle", and the two factions are still fighting each other to the death.

On August 4, after the troops of the Twelfth Army entered various places designated by Anhui, Li Desheng immediately summoned the leaders of the two factions, representatives of cadres, journalists, and representatives of the masses for a discussion. The attitude of the Second Army branch left, saying that the Twelfth Army was sent by Chairman Mao—he showed everyone the order of the Military Commission signed by Mao Zedong, and clearly announced: The chairman said that the great unity of revolution must be realized. We believe that the G faction and the P faction are both revolutionary mass organizations, and there is no problem of revolution and protection. You must implement the instructions of the central government, both sides lay down their arms, and jointly negotiate the establishment of a new regime with a grand alliance and a three-in-one combination. We guarantee that the two factions of G and P will be equal...

After all, the mass organizations are not an organized and disciplined army, and they will not prohibit Li Desheng's speeches, and they are already red-eyed. They all think of themselves as revolutionaries who "defend Chairman Mao's revolutionary line" and hope that their guns can shoot new ones. The regime, uniting with the other party and sitting on an equal footing is to engage in class reconciliation. Moreover, hundreds of people died on the battlefield of the two factions, and thousands of people shed blood. If there is no revenge, the dead will not rest in peace, and the living will have no place to be ashamed. They ignored Li Desheng's verbal instructions at all.
