It was against this political background that the Agricultural University Red Guard "May 16 Corps" appeared in the State Council's Agricultural Affairs Office and agricultural administration. During this period, slogans and leaflets such as "Burn Li Xiannian", "Fry Yu Qiuli", "Bombard Xu Xiangqian" suddenly appeared in Tiananmen Square, Chang'an Street, Wangfujing and other places in Beijing, all signed "May 16" ". They were still in the bustling area of the capital, secretly distributing propaganda materials titled "Find out the general backstage of the countercurrent in February - Zhou Enlai", "The key point of Zhou Enlai and his like is to betray the May 16 notice", attacking Zhou Enlai as a "bourgeois royalist" ".

These so-called "May 16" organizations suddenly appeared at the same time, which is obviously an extreme anarchist social trend of thought. The difference is that the "May 16 Corps" of the Agricultural University stationed in the State Council's Agricultural Office and agricultural administrative organs is an open Red Guard organization, and it was only established for one day, and the participants have names and surnames; the latter is a secret activity at night, often Haunted and surreptitious.

The broad masses were extremely indignant at these vicious acts of wantonly attacking Zhou Enlai, and strongly demanded severe punishment. Soon, the "May 16 Elements" (the Red Guards of the Capital Iron and Steel Institute) who were secretly active were quickly arrested by the masses and the public security organs, and the "May 16 Organization" collapsed and ceased to exist.

In fact, whether it is the "May 16 Corps" of the Agricultural University or the "May 16 Corps" of the Iron and Steel Institute, they are all products of the political thoughts instigated by Lin Biao and Jiang Qing during the "Cultural Revolution".

In that frenzied era, the students of all schools and the masses of the government departments scrambled to use revolutionary words such as "Dongfanghong", "Jinggangshan", "Yan'an" and "Red Flag Commune" to establish rebel organizations and flaunt their own uniqueness. revolution. It is even absurd to put forward the ultra-left slogan "All power belongs to ×××". Naming rebel organizations with "May 16" falls into this category.

After May 1967, Lin Biao, Jiang Qing and others believed that there was not enough chaos in the country, and advocated "the more chaos the better, disrupt the enemy and train yourself". Therefore, they instigated Wang Li, Guan Feng, and Qi Benyu to represent the Central Cultural Revolution, constantly inciting the Red Guards to make riots, and further pushed the "Cultural Revolution" to a climax.

In July and August, the chaotic situation in the whole country reached its climax. The leadership organs were attacked, the leaders of the party, government and army were fought, and vicious incidents of looting arms occurred frequently, and the situation was seriously out of control.

Therefore, Mao Zedong issued the latest instructions in time: "Educate the Red Guards", warning the rebels and the leaders of the Red Guards that "now is the time when they may make mistakes." He also asked students to "resume classes to start a revolution", and all units organized a "big alliance" to carry out "struggle, criticism, and reform".

Although the "May 16th" attack was aimed at Zhou Enlai, he believed that it was an anarchist ultra-left ideological trend of a small number of Red Guards. Students should mainly be educated ideologically and focused on positive guidance. There is no need to expand the scope of investigation. .

At that time, Yuan Guangqiang, head of the Beijing team of the Central Cultural Revolution Reporter Station, once recalled that after he first discovered the "May 16" slogan, he immediately reported to the Central Cultural Revolution Team, and later organized the "May 16 Investigation Team". After one or two months of in-depth, comprehensive, and serious investigation, it was found that the secret "May 16" was headed by Red Guards from the Beijing Iron and Steel Institute, and all key elements were quickly arrested by the public security organs.

Afterwards, the investigative team of journalists directly under the Central Cultural Revolution Group wrote an investigation report to the Central Cultural Revolution in a timely manner, explaining that "May 16 is an organization with a small number of people, which has been completely destroyed and no longer exists."

However, Jiang Qing and others went against the facts and continued to use the topic to make a big fuss about the "May 16th" issue.

Just after the reporter investigation team submitted the investigation report, they carefully planned to link a large number of leading cadres inside and outside the army with the "May 16 Counter-revolutionary Group" that did not exist at all, and further eliminated dissidents.

Prior to this, they first made a fuss about the issue of Qinhualong in Nonglinkou in order to "kill many birds with one stone":

Firstly, because Qin Hualong was once a political commissar of the Shanghai Garrison District of the People’s Liberation Army, he was later transferred to be the director of the Agriculture and Forestry Political Department of the Central Committee of the Communist Party of China. People from the headquarters often went to Tiananmen Square to accompany the leaders of the central government to meet the Red Guards. It was famous in newspapers and broadcast on the radio, which had social influence. Secondly, Lin Biao and Kang Sheng also knew that Zhou Enlai was very concerned about Qin Hualong, and had organized debates in the State Council’s Agricultural Office and Agricultural Administration, hoping to solve the Qin Hualong issue and set an example for quelling factional struggles in the central government. Thirdly, they also knew that over 100 people, including Ma Mingfang and Qin Hualong, were arrested and imprisoned by the Kuomintang in Xinjiang in 1940, and Zhou Enlai was entrusted by the Central Committee of the Communist Party of China to rescue them and return them to Yan'an. There is a lot to be done about the "traitor" problem of Qin Hualong and others. Therefore, at the beginning of September 1967, Kang Sheng and Jiang Qing suddenly announced at the representative meeting of the Red Guards in the capital: "Revolutionary young generals, Qin Hualong is not a good person, you should be vigilant! The counterattack against the "February countercurrent" is exactly the same as the investigation of "May 16". They are all political events planned by Lin Biao, Jiang Qing and others in order to eliminate dissidents from different directions.

After September 1967, the Red Guards in the capital began to return to school to "resume classes and start a revolution." Workers' propaganda teams and military representatives successively entered schools and state organs to implement a large-scale coalition of mass organizations. The sensational Red Guard movement died down. The five "leaders" of the Red Guards have lost their value and are no longer a force to rely on. Soon, their political destiny came to an end, and they became "May 16 counter-revolutionaries" one after another, and were arrested and detained for examination.

On September 8, "People's Daily" published the article "Comment on Tao Zhu's Two Books" written by Yao Wenyuan. Mao Zedong specially instructed to add a paragraph, pointing out that the organizer and manipulator of "May 16" was a The slogans of the extreme left and the essence of the extreme right are blowing up the evil wind of 'doubt everything'" and the "conspiratorial counter-revolutionary group" that "bombards the proletarian headquarters" should be thoroughly exposed.
