During this period, Xu Shiyou, the commander of the Nanjing Military Region, and Du Ping, the political commissar, both held meetings in Beijing. The two main comrades in charge of the military region kept making phone calls in Beijing, asking the government officials not to make noise, but to obey orders, and not to carry out the "Cultural Revolution" without authorization. Xu Shiyou was very annoyed when he learned that the post-administrative office held a meeting to criticize the head of state, put on a high hat, kneel down, and tour the building. With a feeling of suppressing rebellion, he called Deputy Commander Wang Bicheng, who was in charge of the work at home, to "execute discipline" and arrest people on a large scale against the key elements of the rebellion.

However, the three military chiefs, Wang Bicheng, Bao Xianzhi, and Lin Weixian, did not implement Xu Shiyou's wrong orders, and insisted on persuading and educating those who rebelled. Political Commissar Du Ping also disagreed with Commander Xu Shiyou's drastic measures.

At that time, other large military regions such as Fuzhou, Wuhan, Guangzhou, Shenyang, and Beijing also launched a spontaneous "cultural revolution."

Under the persuasion of Wang, Lin, Bao, and the head of the logistics department of the Nanjing Military Region and its directly affiliated teams, the combat teams of the Nanjing Military Region’s logistics department stopped their activities, and soon the big-character posters stopped writing. Normal order was restored.
